Scaling logics before cadence design

The conference cadence starts by separating three scaling logics: strategic direction, operational end-to-end value creation, and tactical realignment in agile development. Without this distinction, every higher-level event looks like a larger version of PI Planning.

Three logics

Different levels solve different coordination problems.

The portfolio sets priorities, investments and guardrails. The value stream coordinates end-to-end value creation. Tactical units strengthen realignment inside development.

Strategic

Portfolio logic

Direction, priorities, boundary conditions, investment choices and guardrails.

Operational

Value-stream logic

End-to-end coordination across the tactical units that jointly create value.

Tactical

Development logic

Realignment within teams, Solution Areas, Agile Release Trains and Solution Trains.

Design rule

Operational scaling is not a fifth tactical level.

A value stream may contain Solution Areas, ARTs and Solution Trains. The operational question is not how large a development unit is, but how several units align around one end-to-end value stream.
